Developing Black Letter language and commentary for the “Legal Status of Prisoners” Amending the document according to the instructions of the Blue Ribbon Commission members at regular meetings. Reviewing case law and literature throughout the US on the subject and preparing suggestions as to verbiage and responses to assignments by Commission members.
Duties included preparing U.S. Supreme Court amicus curia briefs; major position papers; and U.S. Congressional testimony. Discussed U.S. penology with foreign officials.
